Harvy is a senior officer at the Bannica Intelligence Agency. He has devoted most of his attention towards capturing El Patron, and would go to any length to get him behind bars. His obsession with the case has made him come up with several theories and conspiracies about El’s real identity that nobody at the agency even takes him serious anymore. However, he is determined to prove to them just how effective he is and cannot wait for the day when he actually has El in cuffs. He has two agents directly working under him on the case, and most times, they are the ones who actually head into the field to carry out missions.
