He and his small group of bandits have become a source of terror to every denizen, elite and commoner alike. Larceny, arson and carjacking are just some of their criminal activities. They also invade private stashes of expensive cannabis which they consume themselves. The only good thing about the Pirate, and by extension, his men, is that they do not hurt any of their victims unless provoked to. Denizens are well aware of this so they usually cooperate whenever they are attacked by the pirate and his men.
